Професійна підготовка майбутніх авіаційних диспетчерів у льотних навчальних закладах США

Abstract

Красножон В. О. Професійна підготовка майбутніх авіаційних диспетчерів у льотних навчальних закладах США. – Кваліфікаційна наукова праця на правах рукопису. Дисертація на здобуття наукового ступеня кандидата педагогічних наук зі спеціальності 13.00.04 – «Теорія і методика професійної освіти». – Льотна академія Національного авіаційного університету, Кропивницький, 2019. У дисертації досліджено професійну підготовку майбутніх авіаційних диспетчерів у льотних навчальних закладах США, проведено компаративний аналіз їх професійної підготовки у льотних навчальних закладах США і України, викладено основні досягнення прогресивного американського досвіду підготовки майбутніх авіаційних диспетчерів. Розглянуто професійну підготовку майбутніх авіаційних диспетчерів, як психолого-педагогічну проблему. На основі узагальнення думки науковців стосовно «професійної підготовки», сформульовано авторське визначення поняття «професійна підготовка майбутніх авіаційних диспетчерів». Розглянуто нормативно-правову базу регулювання авіаційної галузі у США, а саме документи, які регламентують професійну підготовку майбутніх авіаційних диспетчерів. У результаті дослідження американської льотної вищої освіти підсумовано, що диспетчери управління повітряним рухом здобувають вищу авіаційну освіту у навчальних закладах різних типів: коледжах, університетах, інститутах і академіях. Структуровано навчальні дисципліни відповідно до років навчання та за циклами загальноосвітньої і професійної підготовки. Проаналізовано основні форми, методи і засоби підготовки майбутніх авіаційних диспетчерів у США. Було описано такі форми навчання як: лекції, індивідуальні заняття, заняття у невеликих групах і лабораторні заняття. Окреслено методи навчання, зокрема метод направленої дискусії, проблемно- орієнтований метод навчання, метод сценарію, метод колективного пошуку рішення і метод тематичного дослідження. Акцентовано увагу на засобах навчання, зокрема он-лайн тренажерах, тренажерах доповненої реальності. Проведено загальну порівняльну характеристику змісту професійної підготовки майбутніх диспетчерів управління повітряним рухом у США й Україні за видами підготовки, формами організації навчання. Визначено особливості професійної підготовки зазначених фахівців у США, які можуть бути застосовані у вітчизняних льотних закладах вищої освіти. Розроблено рекомендації щодо використання прогресивного досвіду США у підготовці майбутніх авіаційних диспетчерів в Україні. Krasnozhon V. O. The dissertation examined professional training of the future air traffic controllers in flight training institutions in the USA, comparative analysis of the professional training of future air controllers in flight training institutions of the United States and Ukraine was held, and it was outlined the main achievements of the innovative American experience in the preparation of future air traffic controllers with author's recommendations for their use in the preparation of future air dispatcher in flight training institutions of Ukraine. The importance of the issue is confirmed by the contradictions concerning the training of future air traffic controllers, in particular, the increase of the European Union requirements for the professional training of air traffic controllers in English language in the framework of the implementation of the Single European Sky and the European Air Traffic Management Master Plan. It was underlined that one of the necessary vectors of the professional training system of the future air traffic controllers’ improvements to engage the innovative experience of the developed world countries and especially USA as a leader country in the aviation industry. The emphasis іs placed on the necessity of the information technologies, advanced learning technologies and means of augmented reality implementation. It was analyzed the scientific-pedagogical and normative-legal base that regulates the training of future air traffic controllers. It should be underlined that Federal Aviation Administration (FAA) is authorized to promote aviation security and to establish aviation safety standards for civil aviation in USA. These missions are implemented by the FAA through the Code of Federal Regulations. It was determined three types of air traffic service in the USA: ATCT – is air traffic control service; TRACON – is terminal radar approach control; ARTCC – is air route traffic control centers. Within the framework of ATCO, the above types of air traffic control services are united in ATCSCC. The types and functions of aviation controllers in the USA are systematized. It was characterized peculiarities of educational process organization in the flight training institution of the USA and Ukraine, where future air traffic controllers training. The necessity of the Ukrainian professional aviation education system reforming was determined as a result of the inappropriate distribution of learning hours, incomplete practical training, and lack of modern equipment for special disciplines studying. As a result of the research of American higher education, it was concluded that air traffic controllers can obtain higher aviation education in such educational institutions: colleges, universities and academies. Analysis of aviation education assisted the research of future air traffic controllers training programs. In the course of the research, it was highlighted Embry-Riddle University professional programs in outlined areas of training. Basic forms, methods and means of future aviation controllers’ preparation in the USA were analyzed. On the example of Embry-Riddle University there were described the following forms of training: lectures, individual classes, classes in small groups and weekly laboratory lessons. The following types of lectures were pointed out an illustrated lecture, briefing, formal lecture, educational lecture. The method of directed discussion, problem-oriented learning, the scenario-based method, the method of collective search of the solution and the case study method, thematic research method are outlined. This research does not exhaust all aspects the outlined problem of using positive American experience in training future air traffic controllers. The obtained results confirm the necessity of further theoretical and practical study of the above- mentioned question. Perspective directions of research are: theoretical and methodological principles of professional training of air traffic controllers staff, new methods and means of future air traffic controllers preparation, practice passing in foreign flight educational institutions, Eurocontrol, International Civil Aviation Organization (ICAO), creation of a powerful system of electronic training for the preparation of future air controllers with the help of advanced technologies.
