Неврегульовані міграційні потоки як чинник зниження трудового потенціалу України

Abstract

У статті досліджено неврегульовані міграційні потоки як чинник зниження трудового потенціалу України. Особливу увагу приділено вивченню сучасних тенденцій прояву нелегальної міграції та торгівлі людьми. Авторами наведено класифікацію внутрішніх передумов торгівлі людьми та проведено аналіз статистичних даних аналіз статистичних даних постраждалих від торгівлі людьми громадян України. Доведено, ґрунтуючись на вивченні Європейського досвіду, необхідність формування прозорої міграційної політики на основі суспільного діалогу як підґрунтя ефективних позитивних змін у сфері міграції. Обґрунтовано наслідки міграції, спричинені недосконалістю розробленої міграційної політики. Запропоновано ряд заходів в рамках сучасної міграційної політики України, які дозволять не тільки мінімізувати негативні сторони міграційних процесів, але й використати їх позитивні наслідки. The article investigates irregular migration flows as a factor of reducing the labour potential of Ukraine. Particular attention is paid to the study of current trends in illegal migration and trafficking in human beings. The purpose of the article is to investigate the problem of external labour flows, in particular, illegal migration and human trafficking, as a factor in reducing the labour potential of Ukraine in the face of severe demographic and economic crisis. Labour potential as an indispensable component of the basis of a modern democratic, rule of law, independent state is an important prerequisite for economic, social, political, intellectual and innovative development of Ukraine. Today, there are negative tendencies of gradual decline of our country’s labour potential amid deep demographic and economic crisis, as well as taking into account military aggression in the East of the country. The authors analyzed the statistics of victims of trafficking in human beings in Ukraine. It is proved, based on the European experience, the need to formulate a transparent migratory policy on the basis of public dialogue as a basis for effective positive changes in the field of migration. The effects of migration caused by the imperfection of the developed migratory policy are substantiated. Territorial regulation of foreign labour relations in the context of integration into the European space is becoming an objective necessity in Ukraine. This fundamentally changes the logic of the system of regulation and management of external labour migration, whose effectiveness in the regional aspect is very relevant and necessary at the stage of European integration. Because the unregulated issue of the state borders has the consequence of increasing threats of geopolitical and globalization type. Thus, the incompleteness of the legal framework of borders, the lack of development of border infrastructure leave the possibility for individual states to intervene in the internal affairs of Ukraine in border areas, maintain separatist tendencies, hinder the fight against crime, etc. A number of measures have been proposed within the framework of contemporary migratory policy of Ukraine, which will allow not only to minimize the negative aspects of migration processes but also to use their positive consequences.
