Система вищої освіти як основний елемент інноваційного середовища: досвід Ізраїля

Abstract

У статті проаналізовано роль системи вищої освіти у розбудові та подальшому розвитку науково-технологічних парків і бізнес-інкубаторів, підтримки інноваційного середовища. Розглянута система інноваційне середовище на прикладі університетів в Ізраїлі і елементи, що визначають її ефективність. Проаналізовано фактори, на які спирається інноваційна економіка країни; виявлено зв’язок між розробками у військовій та цивільній сферах; розглянута організація діяльності бізнес-інкубаторів в Ізраїлі. Наведений досвід може бути використаний для створення більш ефективної мережі підтримки і розвитку інноваційної діяльності в нашій країні та більш ефективній комерціалізації інноваційних технологій розроблених вітчизняними закладами освіти. Entry into the world market is impossible today without the active use of innovative technologies. The experience of Israel is unique based on the starting conditions for building an innovative environment. Nowadays, in the number of startups, Israel is ahead of such stable and developed countries as Japan, Canada, South Korea and Great Britain, and Israeli companies are getting financing from all over the world. Israel has become an innovative superpower that creates the latest technologies and promotes economic growth in the world. The peculiarity of the Israeli high technology and innovation industry is its openness to the world, its focus on conquering the world market. The economy of the country always has to be at the forefront of science and technology, which is facilitated by a well-established education system that trains specialists in the natural sciences and mathematics. Significant role in the innovation system of Israel is given to basic research, the high level of which is confirmed by the presence of a significant number of Nobel laureates in advanced scientific fields. The high quality of the education system is by far the most important factor, and a developed business incubator system that implements research results and an effective system of training professionals in the high technology sector are the defining elements of this country’s innovation development. Israeli innovative experience in building education systems, fostering creativity, creating a network of technoparks and business incubators, close communication and transferring technologies commissioned by the Israeli MIC to civilian use are those elements of the state innovation policy that need further study using.
