Додержання інформаційних прав жестомовних осіб в умовах війни як орієнтир досягнення цілей сталого розвитку

Abstract

Мета статті полягає у здійснені аналізу стану реалізації Цілей сталого розвитку, пов’язаних з забезпеченням доступу жестомовних осіб до інформації в умовах війни. У статті доведено, що Україна визнала права осіб з інвалідністю нарівні з усіма громадянами та виробила цілісний підхід у досягненні сталого розвитку цієї категорії людей. Разом з тим, при реалізація Цілей сталого розвитку, особливо у процесі соціальної інклюзії людей з порушенням слуху у воєнний час, виникли неабиякі труднощі. Мова йде про порушення права нечуючих на інформацію для широкого кола осіб. Ці перепони полягають у відсутності доступного формату інформації для нечуючих, що негативно впливає на безпеку життя, можливість отримання кваліфікованої медичної допомоги, довідкової інформації у службах залізничних вокзалів та аеропортів, консультації співробітників поліції, органів юстиції. Автор статті вважає, що одним із способів позитивного вирішення цієї проблеми є включення зобов’язань України щодо виконання Цілей сталого розвитку з реалізації прав жестомовних осіб до правової моделі відновлення України. Конкретним заходом цієї моделі є прийняття Закону України «Про українську жестову мову» як такого, що спрямований на забезпечення мовних прав жестомовних осіб, зокрема на спілкування та отримання інформації українською жестовою мовою. The purpose of the article is to analyze the state of implementation of the Sustainable Development Goals related to ensuring access of sign language persons to information in war conditions. The article proves that Ukraine recognized the rights of persons with disabilities on an equal basis with all citizens and developed a holistic approach to achieving sustainable development of this category of people. At the same time, considerable difficulties arose during the implementation of the Sustainable Development Goals, especially in the process of social inclusion of people with hearing impairment in wartime. We are talking about a violation of the right of the deaf to information intended for a wide range of people. These obstacles consist in the lack of an accessible format of information for the deaf. This negatively affects the safety of life, the possibility of obtaining qualified medical assistance, reference information at the services of railway stations and airports, consultations of police officers, and justice authorities. The author of the article believes that one of the ways to positively solve this problem is to include Ukraine’s obligations regarding the implementation of the Sustainable Development Goals on the realization of the rights of sign language persons in the legal model of Ukraine’s recovery. A specific measure of this model is the adoption of the Law of Ukraine “On Ukrainian Sign Language” as such, which is aimed at ensuring the language rights of sign language persons, in particular, communication and receiving information in Ukrainian sign language.
