Abstract:	The analysis of reforming and modernization of higher education in Ukraine is carried out; the meaning of the concepts “education reform” and “education modernization” is revealed; the interrelation of educational reforms and reforming the spheres of society vital to education is revealed; the conclusions of European experts on the factors hindering the development of Ukrainian higher education are analyzed.
